The Department of Education Quality Control under the Tashkent Institute of Textile and Light Industry has been established by the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan dated July 18, 2017 "On the organization of the State Inspectorate for Supervision of Quality of Education in the Cabinet of Ministers of the Republic of Uzbekistan About modification and amendments in the order of the Government of the Republic of Uzbekistan".


                                                                            I. GENERAL PROVISIONS

1. This Charter defines the status, main objectives, tasks, functions, rights and responsibilities of the Department of Education Quality Control under the Tashkent Institute of Textile and Light Industry (hereinafter referred to as the Section) defines the order of their establishment.
2. The department is part of the Tashkent Institute of Textile and Light Industry (hereinafter referred to as the Renaissance Institute).
3. The department's charter is approved by the order of the rector of the institute in coordination with the State Inspectorate for Supervision of Education Quality (hereinafter - the State Inspection).
It is a normative-legal document for the implementation of goals and objectives assigned to it by the staff of the Nizami department of the institute, which is approved in the established order.
4. The main purpose of the department is to study the analysis of students' compliance with the state educational standards of the institute, to analyze the quality of training, to organize the internal certification of the institute and to negatively affect the quality of education to identify and eliminate the factors that can be eliminated and prevented.
5. Head of the department and its employees are appointed and dismissed by the order of the rector of the institute on the recommendation of the head of the State Inspectorate.
6. The department is guided by the Constitution of the Republic of Uzbekistan, the Law of the Republic of Uzbekistan "On Education", the National Program for Personnel Training, decisions of the Chambers of the Oliy Majlis of the Republic of Uzbekistan Decrees, resolutions and ordinances of the President of the Republic of Uzbekistan, decisions and orders of the Cabinet of Ministers of the Republic of Uzbekistan, the State Inspectorate and orders of the rector of the institute, as well as in accordance with this Provision.
 The department regularly presents the information on implemented works, problems and shortcomings to the Rector of the Institute and the State Inspectorate.
                                                      II. MAIN OBJECTIVES AND FUNCTIONS OF THE DEPARTMENT

7. The main tasks of the department are:
analysis and expertise of the educational directions and specialties of state educational standards (DTS), qualification requirements, curricula and science programs;
studying the quality of the educational process at the institute, its availability of textbooks and teaching materials;
to study and analyze students' knowledge of the Institute;
Implementation of normative and legal acts aimed at improving the quality of education;
monitoring the quality of staff training;
organization of internal attestation of the institute, identification of the factors that affect the quality of education according to the results, submitting information to the rector of the institute and the State Inspectorate;
control over the timely elimination of deficiencies and shortcomings detected during the process of certification, examination of quality of education;
monitoring the status of indicators that determine the quality of education and making recommendations to the relevant structural subdivisions on identified problems and shortcomings;
to analyze the effectiveness of modern methods and techniques in the professional development of professors and teachers in order to improve the quality of education;
to determine the level of professionalism of pedagogical staff in the structure of the institute (faculty, department, department, center, academic lyceum), as well as to determine the quality level of postgraduate education and retraining, making suggestions to the Rector of the Institute on preparation of analytical information, defining deficiencies and problems;
Institute for Teaching Staff to analyze the baseline data for the relevant subject (s) or to study their relevant retraining or to have a scientific degree in the relevant specialization rector of the university;
Monitoring of implementation of educational process, research and scientific-methodical work of the Institute;
Analyze the material and technical base of the educational process, make recommendations on its development and improvement;
Controlling the effectiveness and effectiveness of student practice in the institute, taking into account the educational directions and specialties;
Participation in the process of collecting information on the assessment and evaluation of higher education institutions upon the instruction of the State Inspectorate, conducting attestation and examination of the quality of education;
Assessment of honesty, transparency and quality of points by analyzing students' knowledge assessment process;
Conducting sociological surveys of students, parents, professors and teachers on a regular basis to study the social environment of the institute, the training of staff and the quality of education;
Studying and introducing the experience of prestigious educational and scientific centers of foreign countries developed by the President of the Republic of Uzbekistan "Istedod" or international projects and institutes;
To actively participate in the development of the institute's rating to the international level in conjunction with the leadership of the higher education institution and to ensure its implementation;
Conducting training seminars and trainings in order to improve the quality of education in cooperation with the relevant structural subdivisions of the institute;
Establishment of a public expert base in the Institute and regular training workshops within the framework of the tasks assigned to them;
monitoring the integration of educational process and production, innovative ideas, development and application of technology;
to provide information on the results of the study and monitoring carried out by the department at the Institute Council, roundtables and conferences;
Submitting relevant proposals to the Rector of the Institute based on the results of studying the quality of education.
8. The department performs the following functions in accordance with its tasks:
Carries out activities and measures to ensure the quality of education in the institute, to ensure compliance with the DTS and qualification requirements, to improve the efficiency of the learning process;
Identifies and coordinates the basic activities on the basis of criteria, identifying the quality of education, working out and implementing the mechanism of its implementation;
Studying the legality of the educational direction and normative-legal documents of specialties;
Analyze the degree of availability and relevance of students with textbooks and learning aids (including electronic textbooks and manuals) in the directions of education, specialties and languages;
Professors and teachers of the institute analyze the baseline data of the relevant subject (s), or they study the relevant retraining or the degree of academic degree of the corresponding specialization, and according to the results, the rector of the institute Enter the URL;
Studying the state of the use of advanced pedagogical and information and communication technologies in the learning process and provide relevant recommendations for their improvement;

Analyze the level of material and technical support of the institute's structural units, the supply of educational and laboratory equipment, computers and their effective use;

Depending on the development of advanced technologies in their field, the training of the consumer market for direct training (continuous or regular) (based on marketing service);
Analyze the educational process in the involvement of research institutes, industrial enterprises and organizations and qualified specialists from foreign countries;
Learns the relevance, quality and relevance of graduate qualification and master dissertation topics that students are pursuing;
Analyze the training of highly qualified cadres through the base doctorate, doctorate and independent research institute;
Analyzes the activity of the institute with the secondary special and professional educational institutions;
Spiritually-educational at the institute (on the basis of protocols), the involvement of the teaching staff in educational work, the spiritual and social environment in the educational institution, the moral qualities of teachers (on the basis of the survey); - determines the availability of the necessary resources and the extent of the use of the teaching staff and students;
Analyzes graduates' employment or job placement in the next stage of their education;
Analyze the participation of parents and employers and other stakeholders in the activities of the Trusteeship Council and in the learning process;
Makes suggestions on rating of professor-teachers;
Periodically monitors students' independent learning effectiveness;
Monitors the effectiveness of foreign language learning by the staff of the institute, professors, teachers, staff and students;
Studying and evaluating the honesty and transparency of rating scores on the basis of the analysis of the results of control over student knowledge assessment;
Analyze the final state attestation and its results in compliance with existing normative-legal acts;
to determine the level of professionalism of pedagogical staff in the structure of the institute (faculty, department, department, center, academic lyceum), as well as to determine the quality level of postgraduate education and retraining, prepare and analyze information, submit them to the head of the State Inspectorate and to the rector of the institute;
Regularly conducts social surveys of students, parents, professors and teachers in the Institute to improve the quality of staff training and students' knowledge;
Develops measures to ensure that the institute's activities complement the quality of international education with relevant structures to ensure that it has a worthy place in the global rankings;
(seminars, conferences, symposiums, etc.), scientific-research work carried out on the basis of foreign grants, on the basis of international cooperation in the institute, on the basis of contractual agreements with foreign countries, students, undergraduates, doctoral candidates, academic staff exchange, analyze the research, attract foreign investment, and provide advice and practical assistance to the development of the industry;
In order to increase the professionalism of the department's staff, they study the experience of the influential educational and research centers of foreign countries developed by the President of the Republic of Uzbekistan "Istedod" Foundation or international projects and institutes and introduce them to the educational process ;
Participates in the collection and evaluation of higher education institutions' rating and other tasks and responsibilities carried out by the State Inspection;
organizes work with the leadership of the institute to send experienced teachers and young professionals to the business trip for studying foreign experience and introduce their results into the educational process to raise the rating of the institute to the international level;
Regularly monitors the quality of education in the country and abroad, and develops recommendations for their introduction into the educational process;
The results of the study on improving the quality of education at the institute, to the leadership of the higher education institution.


                                                III. RIGHTS AND OBLIGATIONS OF THE DEPARTMENT
Section 9 has the following rights:
Obtain the necessary information and materials from the structural subdivisions of the Institute to fulfill the tasks and functions assigned to the department;
quality of teaching of students, listeners and pupils in the institute and its structural subdivisions, working curricula and subject curriculums on relevant types of education, state requirements, qualification requirements and standard curricula and subjects study in accordance with established procedure;
Participation in the development of an action plan for the elimination of identified deficiencies in the Institute during the certification process and control over its timely execution;
If the institution finds out that the quality of education has not been properly implemented, recommendations to the Board of Directors are taken into account;
Organizing social surveys of students, parents, professors and trainers on a regular basis to study the social environment, training and quality of education at the institute;
Participation in international conferences, conferences, symposiums, seminars and trainings on issues of quality of education and training;
to be elected and elected to the Council of the established by the established procedure;
Use of other rights stipulated by the legislation of the Republic of Uzbekistan.
Section 10:
Cares for his service duties and does not abuse his or her reputation;
Responsibility for the accuracy of the information provided to the State Inspectorate and the quality of training of the curriculum and working curricula of the institute, as well as the organization of the accuracy of the final attestation and rating of graduates.
11. According to the Decree of the Cabinet of Ministers of the Republic of Uzbekistan from January 12, 1999 № 12 "About measures on strengthening of executive discipline" executive discipline, study and labor discipline, labor protection, safety technique and production sanitary regulations, the Charter of the Institute, the Internal Regulations, and the Rules of Conduct.


                                         IV. ORGANIZING THE DEPARTMENT OF DEPARTMENT

12. The department is formed in the structure of the institute in accordance with the order of the rector of the institute within the established states.
The department does not have the status of a legal entity.
13. The department consists of 3 employees: the head of the department and two chief specialists.
14. Candidates for the position of the head of the department and the chief specialist are appointed by the order of the rector of the institute on the recommendation of the head of the State Inspectorate and released from their posts with the permission of the head of the State Inspectorate.
15. The monthly salary of the department staff is approved by the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan from August 1, 2008 "On approval of an improved system of remuneration of labor of employees of higher educational institutions of the Republic of Uzbekistan" (QT, 2008 , Collection of Laws of the Republic of Uzbekistan, 2017, No. 33, Art. 852) and paid by the Institute. Employees of the department apply the terms of material incentives for employees of the institute.
16. Department activity is managed by the head of department.
The position of the head of the department is equal to the dean's position.
In the absence of the head of the department (holidays, sickness, sickness), his duties are entrusted to one of the chief specialists.
17. The department is in charge of the State Inspectorate and rector of the institute.
18. The department is hired in the established order in accordance with the qualification requirements of the structure of qualified specialists with the practical and methodical work experience in controlling the quality of education, as well as persons with scientific and pedagogical experience.
                                                            V. STANDARDS AND FUNCTIONAL OBLIGATIONS OF SEMINARS


19. Qualification requirements for the position of the head of department are assigned:
Have a higher education, academic degree or specific experience in the field of education (in terms of theoretical, organizational and managerial skills);
To know the laws and regulations in the field of education, basic legal acts and to apply them in practice;
To be aware of the pedagogical and educational process in educational institutions, to be aware of components of the quality of education;
Know the features of the structural subdivisions of the institute;
Application of modern pedagogical methods in the educational process and awareness of the use of information and communication technologies;
 full understanding of the essence and content of educational, scientific and spiritual-enlightenment work, the preparation of new generation educational literature and the order of obtaining the honor of the Ministry of Higher and Secondary Special Education ;
To know the order of professional development and retraining of professorial-teaching staff of the institute;
Knowledge of Uzbek, Russian and foreign languages (it is desirable to consider employee's professional development abroad);
Knowledge of the use of modern information and communication technologies in their work.
20. The main functions of the head of the department are:
the department is guided by the laws of the Republic of Uzbekistan, decrees, resolutions and orders of the President of the Republic of Uzbekistan, resolutions and orders of the Cabinet of Ministers of the Republic of Uzbekistan, other normative and legal acts on education, the head of the State Inspectorate and rector of the institute to organize the work according to the rules and regulations;
Development of current and perspective work plans of the department;
Analysis and expertise of educational directions and specialties with DTS, qualification requirements, curriculum and science programs;
Studying the quality of the educational process at the institute, its availability of textbooks and teaching materials;
To study and analyze students' knowledge of the Institute;
Implementation of normative and legal acts aimed at improving the quality of education;
Monitoring the quality of staff training;
Organization of internal attestation of the institute, identification of the factors that affect the quality of education according to the results, submitting information to the rector of the institute and the State Inspectorate;
To analyze the effectiveness of modern methods and techniques in the professional development of professors and teachers in order to improve the quality of education;
monitoring the status of indicators that determine the quality of education and making recommendations to the relevant structural subdivisions on identified problems and shortcomings;
quality of pedagogical personnel qualification in the structure of the institute (faculty, department, department, center, academic lyceum), as well as quality of training and retraining postgraduate education to make recommendations to the rector of the institute on internal monitoring, analytical information, deficiencies and problems solving;
The professors and teachers of the institute have to analyze the bases' data according to the corresponding subject (s) or to study their relevant retraining or to have a scientific degree, corresponding to the specialty, and to write the conclusion of the rector of the institute. to do so;
Analyze the material and technical base of the educational process, make recommendations on its development and improvement;
Controlling the effectiveness and effectiveness of student practice in the institute, taking into account the educational directions and specialties;
Participation in the process of gathering information on the assessment and evaluation of higher education institutions upon the instruction of the State Inspectorate, conducting attestation and examination of the quality of education;
Control over the timely elimination of deficiencies and shortcomings detected during the process of certification, examination of quality of education;
Studying and introducing the experience of prestigious educational and scientific centers of foreign countries developed by the President of the Republic of Uzbekistan "Istedod" or international projects and institutes;
To actively participate in the development of the institute's rating to the international level in conjunction with the leadership of the higher education institution and to ensure its implementation;
Carrying out training workshops and trainings in order to improve the quality of education in cooperation with the relevant structural subdivisions of the Institute;
Monitoring the integration of educational process and production, innovative ideas, development and application of technology;
To provide information on the results of the study and monitoring carried out by the department at the Institute Council, roundtables and conferences;
To make suggestions and recommendations to the State Inspectorate and Rector of the Institute on encouraging or disciplinary action upon the results of assignments of the department staff;
Other tasks assigned to the department in the field of quality control of education.
21. Qualification requirements for the Chief Specialist are as follows:
Have a certain education experience (theoretical, organizational) in higher education;
To know the laws and regulations in the field of education, basic legal acts and to apply them in practice;
To know the pedagogical and educational process, to be aware of components of the quality of education;
Application of modern pedagogical methods in the educational process and awareness of the use of information and communication technologies;
Understanding of the content of educational, scientific and spiritual-enlightenment work, knowledge of requirements for the preparation of new generation of educational literature;
Excellent knowledge of the Uzbek language in Russian and foreign languages (it is desirable to consider the professional development of the staff abroad in forming state unity);
Knowledge of the use of modern information and communication technologies in the workplace.
22. The main functional duties of the chief specialist of the department are:
its activity is regulated by laws of the Republic of Uzbekistan, decrees, resolutions and orders of the President of the Republic of Uzbekistan, decrees and orders of the Cabinet of Ministers of the Republic of Uzbekistan, other normative-legal acts on education, the head of the State Inspectorate and rector of the institute orders and instructions and assignments of the head of department;
Providing supervision and control over work with normative-legal documents in the department;
Monitoring of implementation of educational, scientific and methodological and research work plans of the Institute;
an internal attestation conducted in order to determine the level of qualification of pedagogical staff in the structural units of the institute (faculty, department, department, center, academic lyceum), as well as qualification in postgraduate education and retraining courses participation in the process and reporting;
Assessment of honesty, transparency and quality of points by analyzing students' knowledge assessment process;

VI. FINAL PROVISIONS

23. Employees of the department are responsible for the reliability of the information submitted to the State Inspectorate under their own responsibility and functionality.24. Disputes relating to the activities of the Department shall be considered through mutual debates or in the manner established by law. This Regulation is approved by the Resolution of the Institutional Council dated __________2018. 26. Cancellation or modification and additions of this Provision is carried out by the Institute in the prescribed manner by coordination with the State Inspectorate.
